Cameron Adams is a geology field technician and data analyst with the Maine Geological Survey in the Department of Agriculture, Conservation and Forestry. He joined MGS in 2014 in support of a wide variety of projects considering Maine’s beaches, coastal geology, and coastal hazards. He is currently involved in a number of mapping efforts that examine the potential impacts to the Maine coast from flooding due to sea level rise and hurricane surge inundation. Cameron graduated from Bowdoin College in 2014 with a degree in Earth and Oceanographic Science, where his research focused on Arctic carbon cycling under variable climate states.

Maine Floodplain Management Program

The Maine Floodplain Management Program is located within the state Department of Agriculture, Conservation in Forestry. Sue Baker is the State Coordinator for the National Flood Insurance Program. Sue has spent most of the last 20 years working in the Program, becoming the State Coordinator in 2008. She belongs to the Association of State Floodplain Managers, the largest professional group of floodplain managers in the country, and through them, she has been a nationally Certified Floodplain Manager (CFM) since 2000.

Beth Bisson coordinates the Maine Marine Invasive Species Collaborative, and she is a marine species representative to the Northeast Aquatic Nuisance Species Panel for the State of Maine. As Maine Sea Grant’s associate director, she works with director, Paul Anderson, to lead the program’s marine extension and communications teams. She leads the program’s education and workforce development initiatives, and works with Sea Grant and UMaine Cooperative Extension staff and many external education partners to develop and implement participatory research, citizen science, and free-choice learning opportunities for formal and informal educators, students, and the public.

John Cannon is the marine program manager and a meteorologist with the National Weather Service in Gray, Maine. He is interested in studying Nor’easters. Particularly, he focuses on the science of storm tides, coastal flooding and the effects of large, battering waves along the coast of Maine.

Ronald Cantor has been president of Southern Maine Community College since 2011. He holds degrees from Syracuse University (Ph.D., cultural foundations of education/history), the University of Nebraska-Lincoln (M.Ed., educational administration), and the University of New Hampshire’s Whittemore School of Business and Economics (B.S., administration). During his presidency SMCC has grown to 7,574 students, opened a second campus in Brunswick and significantly expanded its business and community partnerships. Cantor is active with the Portland Education Project, the Portland Regional Chamber, the Maine Global Institute, the South Portland Historical Society and Educate Maine’s Project Login. He is also a member of the University of Southern Maine’s Tourism and Hospitality advisory board, the Center for Career Exploration/Opportunity Alliance advisory team, and Rotary International. Previously Cantor served as Associate Vice President and Dean at Mohawk Valley Community College, and Associate Dean at Jefferson Community College, both in upstate New York. He also held positions with Allegheny College, the University of Nebraska-Lincoln, North Adams State College and the Great Lakes Colleges Association.

Jon Carter has been the Wells Town Manager for approximately 20 years. Additionally, he had held the positions of Town Manager in Kittery, Administrative Assistant to the Mayor in the City of Westbrook, Deputy Director of the GPCOG and Elected Selectman for the Town of Sanford over his 37 year public service career. He served as a Governor Appointee and Chairman of the Northern New England Passenger Rail Authority during the construction period of the Downeaster Service, serves presently on the York County Community College Foundation, York County United Way Board of Director and 23 years on the Maine Municipal Employee Health Trust Board of Trustees. He holds a Master Degree in Public Administration and BA in Government.

Known for her work facilitating bipartisan compromise, Senator Collins is a key leader in the United States Senate and is currently serving her fourth term.

Throughout her time in the U.S. Senate, Senator Collins has worked diligently to protect and conserve Maine’s beautiful natural resources. As a senior member of the Appropriations Subcommittee that directs funding for all National Oceanic and Atmospheric Administration (NOAA) programs, Senator Collins has been a strong supporter of funding for important initiatives to protect the health of our oceans and fisheries as well as the economies of coastal communities that depend on these natural resources. Senator Collins has also been a champion for ocean renewable energy, including efforts to advance deepwater offshore wind in Maine, and has supported efforts to enhance ocean and coastal ecosystem resiliency.

Senator Collins was born and raised in Caribou, Maine, where her family runs a fifth-generation lumber business, founded by her ancestors in 1844. A Phi Beta Kappa graduate of St. Lawrence University, she is married to Thomas A. Daffron and resides in Bangor.

Annie Cox is the Community Resilience Specialist at the Wells National Estuarine Research Reserve. She helps develop and organize workshops and trainings for professionals working with and making decisions that affect our natural resources. Topics range from Communicating about Climate Change Impacts to Planning for Coastal Resilience Using Green Infrastructure. Annie holds a masters in Ecological Design from the Conway School. She became interested in land use planning issues during her Peace Corps service teaching sustainable agriculture and aquaculture in rural Zambia, where she served for two years. Annie’s undergraduate degree is in Biology from the University of Maine at Farmington.

Anthony Dater

Since 1983, Tony Date has enjoyed a variety of community planning assignments with towns in York, Cumberland, Sagadahoc and Lincoln Counties and two regional planning commissions: Southern Maine Regional Planning Commission and the Greater Portland Council of Governments. Work includes reviewing site plan, subdivision and Shoreland zone proposals for town planning boards, writing ordinances for town adoption, preparation of grant applications, participating in their administration and their public review and the preparation of comprehensive plans.

By far the most exciting and educational highlight of his career so far has been being able to participate in the Heart & Soul planning process, Charrette and form-based code preparation in Damariscotta. This unique opportunity to work with world class consultants resulted from the Town’s willingness to boldly respond to grant RFPs and thus secure funding from the Orton Foundation’s Heart & Soul program. The Heart & Soul project has educationally benefited town staff and townspeople alike. He holds a Master of City Planning (MCP) degree from the University of Pennsylvania

Paul Dest is the Director of the Wells National Estuarine Research Reserve and has, as a professional and volunteer, worked for about 25 years to conserve coastal lands for public access and wildlife. He organized the debate at the 2013 Maine Beaches Conference between two attorneys involved in the Goose Rocks Beach case, as well as a series of 4 lectures in 2014 on coastal access and private ownership of the Maine shoreline to mark the 25th anniversary of the Moody Beach decision. He is also a co-editor of the recently published Maine Coastal Public Access Guide.

Dan Devereaux

Dan Devereaux has over 20 years of experience on the waters of northern Casco Bay. He began in fisheries enforcement and later transitioned to environmental enforcement. Since 2005, Dan has been the Town of Brunswick’s Harbor Master and as such the primary shellfish management program director. Dan’s deep connection to the sea is not just professional but personal – he spends much of his free time recreating on and living by the coast.

Stephen Dickson is a Marine Geologist with Maine Geological Survey in the Department of Agriculture, Conservation and Forestry in Augusta. He has been with the MGS since 1986 and has conducted numerous studies of Maine beaches, coastal geology, physical oceanography, and coastal hazards. Current research includes beach sand transport by storms, beach and bluff erosion, and coastal landslides. Dr. Dickson received a B.A. from Wesleyan University, a M.S. from the Graduate School of Oceanography at the University of Rhode Island and a Ph.D. in Oceanography from the University of Maine.

Fred Dillon began his career with the Falmouth Water Pollution Control Department followed by work as a graduate research assistant for a Maine Sea Grant microbial source tracking project. He then worked for a number of years on dozens of watershed restoration projects for the consulting firm FB Environmental. Dillon currently works as the City of South Portland’s stormwater program coordinator, overseeing compliance with state and federal stormwater regulations and urban stream restoration.

Paige Farmer, Project Director for the Maine Beaches Association has been working in the fields of marketing and business administration for more than 25 years. She joined the Maine Beaches Association in various capacities in 1998, while continuing to work in community organizing, non-profit administration, research and fund development. In her work with the Maine Beaches Association, Ms. Farmer has been responsible for marketing project development, implementation and evaluation. Additionally, she serves as regional representative to the Maine Office of Tourism’s Regional Assistance Committee and is the liaison between the tourism industry in the area and the Office of Tourism.

Robert Faunce

Robert Faunce has thirty-six years of professional experience in the areas of land use planning, public administration, land development, environmental permitting and resource economics. He holds Bachelor and Masters of Science Degrees. He has also served in active duty with the U.S. Navy and has served as Director of Planning for the City of Lewiston. More recently he established a firm specializing in environmental impact studies, land use planning and land development, and has worked with firm of Courbron Gotto Associates, now Sebago Technics. Mr. Faunce reestablished his own firm in 1990. In that capacity, he provides contract planning services to the eighteen communities of Lincoln County and land planning and development services to a number of private clients in southern and central Maine. He has also provided ordinance, development and/or permitting services to the Cities of Lewiston, Auburn and Old Town, the Towns of Topsham, Raymond, Poland, Damariscotta, Alna, Rockland, Thomaston, Boothbay Harbor, Wiscasset and Waldoboro, the Lewiston Development Corporation and the South Park Development Corporation. He is a past board member of the Maine Library of Geographic Information Board and he provides planning and administrative services for the Maine Department of Transportation (MDOT) and Wiscasset on the Bath Road Master Plan project. He has completed contracts with the Maine Bureau of General Services, in which he served as Land Use Planner for the Governor’s Task Force on Pineland Center Reuse, with the MDOT, in which he worked with citizen committees and prepared bicycle-pedestrian plans for the Towns of Cape Elizabeth, Bristol, Damariscotta, Waldoboro, Boothbay Harbor, Boothbay and Wiscasset, corridor management plans for Routes 27 and 32 and transportation chapters for the comprehensive plans of Dresden, Damariscotta, Newcastle and Somerville, and the State Planning Office, in which he conducted a series of zoning and land use training seminars for code enforcement officers. Bob Foley has been involved in southern Maine coastal issues for over 20 years. He has served as a selectman for the Town of Wells for 15 years and served on the Wells Reserve Management Authority as the Town’s representative. He has been active on several state coastal task forces including the State of Maine Beach Management Policy and the rewrite of the Coastal Sand Dune Statute. He recently served on the State’s Board of Environmental Protection and was its chairman until this past fall when he was elected as the State Representative for House District 7, which includes most of the Town of Wells. Bob serves on the insurance and Financial Services Committee. Bob was one of the local residents that took part in the visit to coastal New Jersey to evaluate the aftermath of Hurricane Sandy. Bob and his wife reside on Drakes Island in Wells.

Cathy Goodwin has been the York County State Office Representative for U.S. Senator Susan M Collins since 2011. Prior to taking the job with the Senator, Cathy served for 15 years as the President and CEO of the Greater York Region Chamber of Commerce, and for three years before that, she was the Chairman of the Kittery/Eliot Chamber Board of Directors.

During her years of chamber work, she served as the President of the Maine Association of Chamber of Commerce Executives, Chair of the Maine Beaches Association, and President of the New England Association of Chamber Executives.

She was elected to serve on the Board of Selectmen in York for one term, and she also was elected to serve for 9 years on the MSAD #35 School Board, where she was both the Vice Chair and Chair. A trustee of the Foundation for Seacoast Health for 11 years, Cathy chaired the Program Committee and the Strategic Planning Committee among others.

Her focus over the years has been on developing strong, safe, active communities. She restarted the York Farmer’s Market, which is now in its 13th year. She also facilitated the York Beach Renaissance for 5 years, which lead to new zoning ordinances, infrastructure improvements, the purchase of the land between Route 1 and Short Sands Beach for a new access road to the beach, new drainage, reconfigured parking, and way-finding signage. Cathy served as the bi-state chair for the State of Maine during the successful community effort to save the shipyard —twice— once in 1995 and again in 2005.

Her current work on behalf of the Senator involves securing dredging funds for York County’s small harbors, assisting towns with the new FEMA flood mapping process, and supporting small businesses.

She is married, has 3 grown children and 1 grandson, and lives with her husband Mike on his grandfather’s farm in Eliot. She is an avid gardener and she loves to cook!

Loretta Hoglund’s educational and professional background is in environmental consulting. She previously worked for McLaren/Hart Environmental in New Jersey managing the preparation of Environmental Impact Statements and H2M Environmental on Long Island, New York preparing fresh water & tidal wetlands permits. She is currently a home owner on Drakes Island in Wells Maine. Her grandparents started coming to Drakes Island 95 years ago and her family has spent the summers there ever since. In 2014 she joined a group of municipal officials from three Maine towns and representatives of the Wells National Estuarine Research Reserve on a trip to coastal communities in New Jersey to experience the impact and recovery from Hurricane Sandy. She has had a life-long love of coastal Maine and has seen the effects of sea level changes on Drakes Island.

Matthew Lutkus has served as Damariscotta Town Manager since 2012. Previously he held positions with City of Westminster, CO between 1980 and 2012 that culminated as Deputy City Manager. Much his work involves the analysis of wave systems from the fetch area in which they originate, along their transit to the coastline, and finally their interaction with infrastructure on the shore. He attempts to combine weather analysis, wave analysis, and coastal engineering.

Jeremy Miller coordinates the System Wide Monitoring Program (SWMP) at the Wells National Estuarine Research Reserve. SWMP focuses on long term monitoring of water quality, nutrient, and weather data within our two estuaries here in Wells. He also oversees the Ichthyoplankton (larval fish) monitoring project that looks at the distribution and diversity of larval fishes in our estuary. Jeremy also manages the research lab and assists with a number of projects and outreach efforts of the Wells Reserve.

Having lived in Dayton, Maine for her entire life and spent the majority of her summers as a child in Camp Ellis, Maine, Valerie Pendleton has developed a strong connection with the coast of Maine. Having spent so much time along the coast and currently studying at Bates College in Lewiston, Maine, she has found herself gaining a new set of knowledge and analytical skills in courses, such as Ecopsychology, and has applied these skills to her connection to the Southern Maine coastline. Having witnessed the effects of sea level rise both as a child raised along the coastline and as a young adult working as a beach lifeguard at Bay View Beach, she plans on using this personal experience in order to address the severity of sea level rise and its connection to psychological distress in her home town.

Laura Sewall holds a PhD in visual psychology and neuroscience from Brown University and a Master’s degree in environmental law from Vermont Law School. She taught ecopsychology and related courses for a decade at Prescott College in Arizona and is the author of Sight and Sensibility: The Ecopsychology of Perception (1999). She has published in a variety of academic journals, magazines and collected works. Laura’s work recently appeared in Ecopsychology: Science, Totems, and the Technological Species (MIT Press, 2012). As the Director of Bates-Morse Mountain Conservation Area and the Bates College Coastal Center at Shortridge, she works with students in a variety of settings, and on a variety of projects. Laura serves on the editorial board of the Natural History Network.

Personal Statement: I have long been engaged in both psychological inquiry and environmental work. In psychology, I primarily explored the interface between visual perception, attention and neural plasticity—all in the interest of human sensory potential. I worked in this arena as a scientist, educator and author before turning toward environmental policy, law and action. I am currently working on a second book, entitled Not Yet Seen, with the intent of integrating this range of experience, particularly with reference to climate and water.

Amanda Shearin is the Beginning with Habitat Coordinator and Wildlife Planner at MDIFW. A retired COO of a public company, Bob and wife Carol left Texas and California to move permanently to Goose Rocks Beach in 2011. Carol has spent a part of every summer of her life at Goose Rocks and Bob has joined her at the beach nearly every year since 1966. With a fundamental belief that GRB is one of the most beautiful beaches in the world, Bob and Carol share a core belief on applying Practical Wisdom to solve issues related to beach use. Bob was a member of the group who drafted the Beach Use Agreement, and has served as Chairman of the Beach Advisory Committee since the BAC was formed in December 2012.

Tin Smith is part of a team at the Wells National Estuarine Research Reserve that works to involve landowners, municipalities, land trusts, and watershed coalitions in maintaining and restoring coastal watersheds through research, education, and stewardship. In 2014 he led a group of municipal officials and residents from three Maine towns to visit coastal communities in New Jersey to experience the impact and recovery from Hurricane Sandy and bring those lessons back. This spring he assisted in the development of a disaster response plan for the natural resources of the Reserve.

Amy Tchao is an attorney at Drummond Woodsum who has practiced in the areas of municipal and land use law for over twenty years. She is currently the chair of our firm’s municipal law group, which represents the towns of Kennebunkport, Falmouth, Harpswell, Rockport, Bridgton, Sebago, Buxton and North Berwick. Along with other members of the trial team, she had represented the Town of Kennebunkport in the Almeder litigation over the extent of public recreational rights on Goose Rocks Beach, which remains pending to date. She has also participated on the Town’s behalf in negotiating the partial settlement of this case with more than half the beachfront owners on Goose Rocks Beach, resulting in the beach use ordinance and management scheme that exists on the Beach today.

Professor Zou has over 15 years research experience in ocean waves, coastal flooding and erosion, wave interactions with structures and vegetation, coastal impacts of extreme storms, sediment transport, marine renewable energy and aquaculture. She published over 70 refereed papers including 38 journal publications. Since 2003, she has obtained over $3 million in research grants from sponsors including NSF, NOAA, NERC (UK’s equivalent of NSF) and other funding agencies. She has supervised 10 PhD students and 5 post doctoral candidates.
